United Toll Systems (UTS) Limited Liability Company is the first and largest operator of toll roads in Russia, providing services for road maintenance, traffic & safety, as well as toll collection. Under the framework of agreements with owners and concessionaires of toll roads UTS operates toll sections on the highways M3 Ukraine, M4 Don and M11 Moscow-St. Petersburg.
2011 – 2013
The company's founding and first project
The company was registered on May 17, 2011. At the end of December 2011, UTS, based on the results of an international tender, entered into a long-term operator agreement with the State Company Avtodor for toll operation and maintenance of M4 Don highway in Tula, Lipetsk and Voronezh regions (225–633 km).

Rapid development – New challenge
In July 2015, UTS won its second project and signed an agreement with NWCC LLC for toll operation and maintenance of 15–58 km section on M11 Neva highway.
New success arrived with the conclusion of the agreement for toll operation and maintenance of 258–334 km section (Vyshniy Volochek bypass in Tver region) on M11 Neva highway.

2017 – 2022
UTS Today: New growth
In March 2017, UTS signed an operator agreement with AVTOBAN JSC for toll collection, equipment and systems maintenance on 124–194 km section of M3 Ukraine highway.
The operator agreement was concluded with the State Company Avtodor for the toll collection services on 58–149 km, 208–258 km, 334–543 km sections of M11 Neva highway.
