Two Capitals Highway LLC

Two Capitals Highway LLC was established in July 2013 by VTB Capital and VINCI Highways to implement the project of construction and operation of Sections 7 and 8 of M11Neva toll highway on the base of the public and private partnership.

In April 2014, Two Capitals Highway LLC won the open tender for the right of conclusion of the concession agreement on financing, construction and toll operation of M11 Neva highway at sections 543—646 km and 646—684 km. The Concession Agreement between the Government of the Russian Federation represented by the Russian Highways State Company (Avtodor) and Two Capitals Highway LLC was signed on November 18, 2014.

The Limited Liability Company Avtodor — Toll Roads

Avtodor Toll Roads LLC is a subsidiary of the State Company Russian Highways. To date, the Company operates on behalf of the State Company Avtodor as a toll fee collector servicing kilometers 21 to 211 of the  M4 Don highway and an integrated network operator providing control over Electronic Pass Devices across the toll segments of the  M4 Don highway,  M3 Ukraine highway, toll segments 58—149 km, 208—543 km of M11 Neva highway.
